Do You Need a Dumpster Permit in Abilene, Texas?
Abilene's bigger rule is not a permit. City code makes City Solid Waste the only trash collector inside city limits, with one exception: short-term construction debris. Here is what that covers and who to call.

Can a private company put a dumpster at an Abilene address?
A private roll-off dumpster is allowed inside Abilene city limits for short-term construction debris. The City says that under Texas Health and Safety Code 364.034 and City Ordinance Sec. 27-11, its Solid Waste Services Division is the only authorized trash collector in the city, and short-term construction debris is the only exception.
"Short term construction debris is the only exception to this code."

Do you need a permit to put a dumpster on an Abilene street?
We found no published Abilene permit for placing a roll-off dumpster on a public street as of October 21, 2026. That does not mean street placement is automatically allowed. Before a dumpster goes on a street or alley, confirm with the City; a driveway, yard or job-site drop avoids the question.
- Public Works: 555 Walnut St, (325) 676-6281
- Solid Waste Services: 149 Gann St, (325) 676-6053
The City also asks builders and general contractors to call Solid Waste when they hire a dumpster provider for a job inside city limits, and to keep a waste receptacle on site so debris doesn't blow onto neighbors' property (City memo).
If you live in an HOA, read the rules on driveway containers before delivery day. Some limit how many days a dumpster may sit or ask for it to be screened. See how much driveway space each size needs.

Abilene residents take paint, oil, batteries and chemicals to the City's Environmental Recycling Center at 2209 Oak St, which also takes tires for $2 per passenger tire and $5 per truck tire. Brush goes to the Brush Center at 2149 Sandy St. Both sites are for city residents only.
| Site | Takes | Won't take |
|---|---|---|
| Environmental Recycling Center, 2209 Oak St | Household paint, oil, batteries, chemicals; tires for a fee | Non-residents |
| Brush Center & Citizens Convenience Station, 2149 Sandy St | Brush and residential bulky items with ID and a City bill | Construction debris, shingles |
Shingles and remodel debris are turned away at the Brush Center, which is why roof and remodel jobs in Abilene use a roll-off. City curbside carts also refuse cement blocks, construction debris, toilets, tires, paint and chemicals. The full item list is in what can go in a dumpster.
Which landfills serve Abilene?
Two privately run landfills serve Abilene, both on FM 3034 north of the city: the Republic Services Regional Landfill, (325) 672-7613, and the Abilene Environmental Landfill, (325) 437-3093. Every roll-off load is weighed on a landfill scale, and that weight sets your bill.
The landfill's certified scale ticket comes attached to your invoice, 3 to 5 business days after pickup. See how to read a scale ticket. Source: City of Abilene Landfill page, checked Oct 21, 2026.
